In summary, both products do a great job of cleanly removing almost all types of waterproof eye makeup and have the advantage of being able to remove makeup moistly and softly due to their cucumber ingredients.
Specifically comparing the two products, Neutrogena may feel oily compared to Cetaphil, but there is no oil left on the face after foam cleansing. And a bit of oiliness is an advantage in that it can remove glitter makeup softly and quickly without irritation.
